Do hearing protectors count toward the limit?
It depends which value you are testing against — and the answer is not the same in every country.
Under EU Directive 2003/10/EC, the lower and upper exposure action values, 80 and 85 dB(A), are assessed disregarding hearing protection. Only the exposure limit value, 87 dB(A), is assessed taking it into account.
But 87 dB(A) is the directive's number, not automatically your country's. Germany and Poland both set theirs at 85 dB(A) — and each of them uses that single figure on two different bases.
01What the directive actually says
Article 3 of Directive 2003/10/EC sets three values for daily noise exposure, LEX,8h, each paired with a peak sound pressure expressed in pascals: a lower exposure action value of 80 dB(A), an upper exposure action value of 85 dB(A), and an exposure limit value of 87 dB(A).
Article 3(2) is the sentence that matters here, and it draws a line straight through the middle of that list. When applying the exposure limit value, the worker's effective exposure must take account of the attenuation provided by the hearing protectors actually worn. The action values, by contrast, "shall not take account of the effect of any such protectors."
So the three values are not three rungs of one ladder. Two of them describe what the workplace is doing to the person. The third describes what reaches the eardrum after the protectors have done their work. They are measured on different bases and answer different questions.
02Getting it backwards fails in both directions
This is not a technicality with one safe side to err on.
Count the protectors toward the upper action value and you under-report. Reaching 85 dB(A) is what obliges an employer to make protection mandatory, mark the area, and provide hearing checks. If you credit the protectors before that test, exposure looks lower than it is, the threshold is never reached on paper, and none of those duties start.
Ignore the protectors at the limit value and you over-restrict. A reading above 87 dB(A) at the ear, unprotected, is common and lawful. It becomes a breach only if it is still above the limit after attenuation. Declare it a breach on the unprotected figure and you will stop work that was compliant, and spend credibility you will want later.
A calculator that does not know which protectors are worn cannot tell you whether the exposure limit value has been exceeded. It can only tell you the unprotected number. That is a real boundary, not a missing feature — and any tool that reports a limit-value verdict without asking about protectors is reporting something it cannot know.
03Your ceiling is probably not 87
The directive sets minimum requirements. Member states may go further, and several have. If you work in Germany or Poland, the number you were taught in an English-language course is not the number in your law.

Germany: the same number, twice, meaning two different things
Germany is the case worth slowing down for. The 85 dB(A) upper trigger value in § 6 is assessed with the damping effect of hearing protection expressly excluded. The maximum permissible exposure value in § 8 is also 85 dB(A) — but that one is assessed with the protectors counted.
One number, two opposite bases, two paragraphs apart. And because Germany set its ceiling at 85 rather than the directive's 87, a practitioner working from an English-language source is 2 dB wrong in the permissive direction. On peak, Germany's ceiling is 137 dB(C) against the directive's 140.
Poland: no with-protection number in the law
Poland's structure is different again. The action threshold, próg działania, sits at 80 dB. The ceiling is the NDN — the maximum permissible intensity — at 85 dB for LEX,8h, alongside 115 dB maximum A-weighted level and 135 dB(C) peak. The action threshold is defined expressly without the effect of personal protective equipment.
The NDN then does two jobs, which is what makes Poland easy to get wrong. Compared against measurements taken in the work environment, reaching or exceeding it is what obliges the employer to enforce protector use and mark the area. Separately, § 9.1 provides that a worker's individual exposure must not exceed the NDN — and § 2 defines individual exposure as the level reached after the attenuation achieved by personal protective equipment.
So protectors do count in Poland. They count against the same 85 dB figure, on a second and separate test. The under-the-protector target of 80 dB often quoted alongside it is a selection criterion from PN-EN 458, a standard rather than the regulation. The 115 dB maximum A-weighted level has no counterpart in the directive at all.
04What this means for a calculator

That is the correct basis for the lower and upper action values, for Poland's próg działania, and for the environmental NDN comparison. It is not the basis for the directive's 87 dB(A) exposure limit value, for Germany's 85 dB(A) maximum permissible exposure value, or for Poland's § 9.1 individual-exposure test.
So the result can tell you that unprotected exposure sits above 87 dB(A). It cannot tell you the exposure limit value has been breached, because that assessment includes protectors we know nothing about. Peak sound pressure is not calculated at all — it is a separate measurement with its own limits.
